Etherium distribution.

I just read a post that say that the Etherium distribution would be:About 60% from the pre-sale and 40% from two years of PoW..Is it true? Is there some I misunderstood? Maybe something about how the gas is handled?This is such un imbalance distribution!! I am don't understand.. their is no way I would invest in that condition!
