What is really ironic is that I never found an explanation for the 2.1 MB figure. This medium post mentions it without explanation. My own computation show a bit more than 1.8 MB, definitely less than 1.9 MB. And more like 1.5 MB when we still use p2sh segwit addresses. So 1.7 MB is closer to the truth than 2.1 MB.
Admittedly, even with p2sh segwit addresses, the blocks can be 1.8MB with the current mix. It still only gives 50 % more transactions, though, because the transactions are a bit bigger.
