The trading rates are different in each country

In most countries 1 bitcoin equals to ~$3900, but in some other countries 1 bitcoin trades for up to $4400.Why this occurs? Can it be used for arbitrge? via /r/Bitcoin http://bit.ly/2GSyRw9
