Antminer S3+ connection issues

A few years ago I bought two S3+ miners and had them working without a hitch, they were connected directly to my router and I could easily access all the settings over my network.

Now I have moved and am curious if I can get them running again. I figured it would be an easy plug and play type deal since I know they worked before but I am having significant issues connecting.

When I plug them into power and lan the red LED blinks for ~30 seconds then the green LED and lan LEDs illuminate, but when I scan my network the miners are no-where to be found. The fans are on low and it seems like the miners are operational but not actually processing anything.

The LAN light is green on both the S3+ and switch but I cant find them to connect. I have tried the reset button but it has not changed the result.

Has anyone encountered a similar issue/solution?

Hardware: 2x S3+ Antminers, 750watt modular PSU, 32 p0rt eth-switch also running various household devices, connection attempted through Macbook w/ belkin USB c - ETH dongle.

I have also attempted DCHP connection, when I set the address to the 192.168.1.99 (miner default) I get a notification that there is already a device with this address (good news) but when I set the address to a similar 192.168.1.90 and try to connect to the .99 all I get is "no connection" messages.
