I am slightly confused about BIPs.In this link, you can see that some rows depict BIPs that are either accepted, final, and active.What are the requirements to move from a) accepted to final and b) final to active (I think this requires 75% of the miners to agree?)Also, I don't understand why BIP0038 is listed as a "draft".
