Every day someone here asks how to buy bitcoin under the age of 18. Why is nobody willing to take the risk to set up an exchange to serve these people?

There's nothing in KYC law requiring you to be 18. Yes, I understand that it's a grey area - but "grey area" does not mean illegal. Why can't just ONE exchange take the risk?I know plenty of young people with a strong interest in bitcoin. This currency was supposed to be available to all.
