Does Bitmain purposefully sell used/burnt rigs? A lot of people complain on the quality of their miners and some even accuse them of playing against the miners.

I'm a hobby-miner, I would like to get a single Antminer S9, but a lot of people are saying 90% of them break soon after the purchase and often they have obvious signs of use. What do you guys think?
