Can someone explain all this shit to me?

Negative interest rates as discussed here. There is a lot of doomsday speech being thrown around, combined with a healthy dose of conspiracy thinking. However, claims are rarely backed by sources, citations and coherent explanations. What does it actually mean to have negative interest rates? Why is it bad? What caused this? Specifically who is responsible? Who am I supposed to be outraged at?
