PSA: To address mempool flooding, Bitcoin Core default relay fee increased to 5000 satoshis.

There is an on-going network issue whereby low value, low fee transactions sit in the memory buffers of each bitcoin node, not getting confirmed by miners. These memory buffers may get overloaded with, essentially, spam.

Fixing this issue with "mempool limiting" has been one of the highest current priorities for development, and work has been underway for months.

Until this work is complete - expected by end of next month - the ugly workaround is to increase the default relay fee to 5000 satoshis in Bitcoin Core, and recommend that existing nodes follow a similar policy. Recently merged PR 6793 does this. This should be rolled out in a small bug fix release within 1-2 days.

Existing Bitcoin Core nodes may use the -minrelaytxfee=0.00005 option to increase the default today.
